Marijuana Reform: Governor signs SB 1449

SB 1449 - KEARNY MESA -  Carrying up to an ounce of pot is no longer a crime in California.

Something medicinal marijuana user Nick Blakstad is celebrating.  Blakstad says, "I think it's great--I think law enforcement can finally now go after the real drug users of the world."

Blakstad uses pot to control his insomnia and anxiety.  He says, "our constitution was written on hemp paper all of our founding fathers use cannibis."

Here's what SB1449 does.

Possession of an ounce is a 100 dollar fine.

It will no longer be a criminal act.

And no longer require a court appearance.

Margaret Dooley-Sammuli is the deputy state director for the Drug Police Alliance in calfiornia.  "Just last year there were 61-thousand marijuana misdeameanor arrests in california that's a lot time with law enforcement that's a lot of effort with the courts."

Dooley-Sammuli's agency applauds the decision.  She says, "this is going to reduce costs in the criminal justice system it's going to conserve those resources for matters of greater public safety."

Critics are concerned the bill will be the catalyst for the passage of proposition 19 in November.  That bill eliminates all criminal penalties associated with pot---and critics say doesn't add an ounce of regulation.  "This inititative does not regulate, does not control and does not tax marijuana."

The san diego county board of supervisors and District Attorney Bonnie Dumanis have condemned prop. 19.

"It leaves it up to local government to do that, at their considerable time and cost."
